Search demand can help frame a page, but the page still needs an identifiable reader and reason to exist.

Define the reader’s task

State who needs the page, the decision or action it should support and what prior knowledge can be assumed. Avoid combining unrelated queries just because tools group them.

Plan evidence and experience

Identify primary sources, subject review, examples and original information needed. Record claims that require checking and dates that may make guidance stale.

Set editorial acceptance

Specify title, structure, internal links, accessibility, ownership and review date. Judge the finished page by usefulness and accuracy as well as keyword coverage.
